Dear Mr. Goodlin:

Thank you for your letter of June 27, 1996. As you were advised in my letters to you dated September 21, 1995 and October 3, 1995 (copies enclosed), NASA will not consider taking a license in the expired patent, U.S. Patent 2,586,299.

This decision is final. Unless you have new disclosures to submit to NASA, there is no basis for your claim.
