Dear Mr . Gross,

Reference is made to the press announcements today concerning the selection of Lockheed Aircraft Corporation as the prime contractor for the proposed uncompromised jet cargo plane. May we congratulate you and at the same time offer what we consider to be a very constructive suggestion.

The Ballard Aircraft Corporation owns all patents, design and proprietary rights on the Burnelli "BODY LIFT" principle including the patent on the quadracycle landing gear. We believe that only through the application of the Burnelli principle coupled with the quadracycle landing gear can the epitome in uncompromised and economical aircraft be achieved. Among the many advantages offered by the Burnelli principle are the following:

    1.Simplicity of design reflects great savings in construction.
    2.Truckbed fore and aft loading facility - near perfect for containerized cargo.
    3.Unparalelled inherent safety features.
    4.100% increase in payload capacity.
    5.Low landing speed without sacrifice in cruising speed.
    6.Flight characteristics superior to any conventional transport design.
    7.Lower operating costs.
In substantiation of the above we are enclosing the following:
    a.Carisi Report
    b.Copy of a letter to General Dunn from Mr. Jean Roche who recently retired as long time Chief Engineer of the USAF.
    c.Excerpt from Research and Development Problems Guide issued by Lt. Gen. Arthur Trudeau of the U. S. Army.
Other interesting data including a very rough artist's impression of a BODY LIFT jet transport.

To further substantiate the claims we make for our design we can make available the existing Burnelli CBY prototype for structural and flight teat analysis. Mr. Vincent J. Burnelli, the designer and a major stockholder in this firm, is available for consulation. We also have a wealth of engineering and research data on file which can be used as reference material.

It is our opinion that Lockheed Aircraft Corporation could save millions of dollars in development costs and approximately two years in lead time by negotiating a license agreement with the Ballard Aircraft Corporation for the use of our BURNELLI BODY LIFT rights.
